Title 11 (CICN) Customs, Immigration, Citizenship, and Naturalization Code

Any person or object attempting to enter or leave a port of entry, or the sovereign territory/border of San Andreas, may be subject to search and inspection of documents for the purpose of verifying citizenship, visa status, as well as ensuring that no cargo, vehicles, vessels, aircraft, baggage, luggage, postage, etc. contains any illegal substances or items.

The above also applies to any person who is reasonably suspected of having crossed a border or passed through a point of entry. For example, any person reasonably suspected of entering or leaving an airport; any person reasonably suspected of crossing an oceanic border or boating into international waters.
