Creating vehicle noise that is disruptive or otherwise inappropriate, such as excessive honking, loud music, spinning tires, damaged muffler, etc.

Examples:

1) Driving at moderate rates of speed and blaring the air-horn of the vehicle (unnecessary) 2) Stationary vehicle at a public parking lot and blasting loud music 3) While stationary at a traffic control device, spinning tired (unnecessary action)
